It can be. State Parks rangers have their own jurisdiction and their own reporting, and boating under the influence is charged under the Harbors and Navigation Code rather than the Vehicle Code. The case is still heard in Sacramento. See DUI defence.
Does Folsom Prison being here affect my case?
No. The prison is a state facility and has nothing to do with where a Folsom arrest is prosecuted or heard. Your case goes to the Sacramento County Superior Court like any other case out of this city.
